Alabama
This link will provide details on how an adoptee can obtain a copy of their original birth records at the age of 19 years old. The law which permits this release of information was enacted in the year 2000. Alabama is one of five fully open states.

For a birth parent to make their wishes known regarding contact in Alabama, they must complete and submit
a contact preference form. The birth parent may also include updated medical information. This information is then placed in the sealed adoption file. If a child requests their birth records, this form is to be included with the records that they receive.

Alaska
Alaska has never had closed records. Adoption records are available to an adoptee at age 18 years of age.
